1.  What is your position on the initiatives proposed on this year's November ballot?
  I-713 - Animal trapping yes
  I-722 - Property taxes no
  I-728 - School district financing no response
  I-729 - Charter schools yes
  I-732 - Teacher raises yes
  I-745 - Transportation funding no
 
2.  Now that the U.S. Supreme Court has declared blanket primary elections like Washington's violate political parties' constitutional rights, what form of new primary election system would you propose adopting?
  I'd convene a panel of constitutional lawyers to discuss a primary system as close to what we have now as possible that would pass the constitutional test. Then I'd send that draft to the Legislature.
 
3.  Would you continue the trend of recent years and support tax cuts for businesses? Which ones specifically? If not, why?
  Yes. I'd start with B&O tax because it is based on the gross revenues. As a small businessman I believe this is unfair as a business can be losing money and still have to pay the tax.
 
4.  Would you support a Constitutional amendment that would allow tax breaks for homeowners but not for business or commercial property? Why or why not?
  Yes. I like the Democratic proposal of giving an exemption on the first $50,000 of assessed valuation to homeowners. Recent legislative sessions rolled back specific business taxes, and I'd support targeted cuts for business, like the B&O.
 
5.  What privacy legislation would you support? Would you exempt financial institutions? Why or why not?
  I'd support an opt-in system where no personal information can be shared unless you expressly give permission. I wouldn't exempt financial institutions because they have a lot of very personal information.
 
6.  A commission studying transportation funding says a new financing mechanism is needed to keep Washington transportation projects on track. How would you propose financing future transportation projects?
  The transportation group is identifying ways to make better use of funds we have through streamlining permitting and oversight, creating incentives for cost savings, fostering regional coordination and area funding, etc. Analyze anticipated savings, prioritize urgently needed congestion-relief projects, propose funding adjustments that are balanced and fair.
 
7.  With some states reconsidering the death penalty, what is your position and what changes, if any, do you think are needed in Washington's law? Under what circumstances would you support a moratorium?
  Make sure the governor has a panel of respected clergy, law officers, citizens, etc., to review every death-sentence conviction. He must be certain there were not irregularities. Support a moratorium if evidence suggested otherwise.
 
8.  A judge struck down Initiative 695's provision that would have required a public vote for all tax and fee increases. Would you support a Constitutional amendment that would require the public vote? Why or why not?
  No. It's too cumbersome and expensive to work. We have safeguards with Initiative 601 that strictly limit government's spending. Taxpayers can further control their destiny by studying the issues and their legislators' positions.
