1.  Now that the U.S. Supreme Court has declared that blanket-primary elections like Washington's violate political parties' constitutional rights, what form of new primary-election system would you propose adopting?
  I support an open primary that would result in separate ballots limited to Democratic and Republican candidates. All voters would be eligible to participate but would have to declare their party on primary-election day. Minor-party candidates nominated at conventions would automatically appear on the general-election ballot.
 
2.  Washington voters have been voting by mail in increasing numbers in recent elections. What do you think of this trend? What changes would you make?
  I support the trend to mail-ballot elections. I would support legislation to enable counties to conduct all-mail ballot elections with the approval of the county legislative authority or by a vote of the voters within the county at an election called by the county legislative authority.
 
3.  What would you do to increase voter registration and voter participation?
  In order to increase voter registration and voter participation, I would create a position within the Office of Secretary of State whose sole responsibility would be to oversee voter registration and voter-outreach programs. This issue can best be met with full-time attention to the problem.
