A draft regional-transportation package

The plan the Regional Transportation Investment District board approved yesterday includes these King County projects.

1. Interstate 405 — $2.72 billion
Rebuilds 405/Highway 167 interchange in Renton. Adds one lane in each direction between I-5 in Tukwila and 167, two lanes in each direction between 167 and downtown Bellevue, one lane in each direction between Highways 520 and 522. Also adds one lane in each direction to 167 between 405 and South 180th Street. Builds transit in-line stations, HOV direct-access ramps. Expands park-and-ride lots. Buys buses and vans for van pools.
 
2. Alaskan Way Viaduct — $1 billion
Provides part of $2.7 billion to $4.1 billion needed to replace viaduct between South Holgate Street and Battery Street Tunnel. By itself, $1 billion would replace viaduct between Holgate and South King Street with surface road and make safety improvements to Battery Street Tunnel.

3. Highway 520 — $1 billion
With $700 million in projected toll revenue, could replace 40-year-old, four-lane bridge with new, six-lane bridge (four general-purpose, two carpool lanes).
 
4. Highway 509 — $900 million
Extends freeway three miles to Interstate 5 from current terminus near southwest corner of Seattle-Tacoma International Airport at South 188th Street. Adds lanes to I-5 between new 509/I-5 interchange and South 320th Street in Federal Way.
 
5. Light rail north — $800 million
Helps extend Sound Transit LINK light-rail line north from downtown Seattle toward University District. Sound Transit hasn't determined project's total cost.
 
6. Highway 167 — $500 million
Extends HOV lanes from Auburn to Pierce County line. Adds lanes to freeway elsewhere in Kent and Auburn. Details of project not known.
 
7. Bus rapid transit, Aurora Avenue and Highway 522 — $140 million
Builds improvements aimed at speeding bus service on Aurora Avenue North between Denny Way and North 205th Street, and on Highway 522 (Lake City/Bothell Way Northeast) between I-5 and Bothell. Improvements would include exclusive lanes for buses and right-turning traffic, upgraded bus shelters and lighting, traffic-signal improvements, sidewalks, expanded intersections, pedestrian and safety improvements.
 8. I-5/Highway 18/Highway 161 triangle — $100 million
Partially rebuilds I-5/Highway 18 interchange to eliminate two "loop" ramps. Builds frontage road linking I-5 with Highway 161, eliminating stop lights.
 
9. Light rail south — $75 million
Extends Sound Transit LINK light-rail line south from South 154th Street in Tukwila to Seattle-Tacoma International Airport.
 
10. Highway 518 — $35 million
Adds one lane to eastbound Highway 518 between Seattle-Tacoma International Airport and I-5. Builds "flyover" ramp from southbound Highway 509 to eastbound 518, bypassing traffic signals.
 
11. Southeast Issaquah bypass — $7.5 million
Provides partial funding for new, 1.5-mile arterial bypassing downtown Issaquah on cityÕs eastern edge, between I-90 Sunset Interchange and Issaquah Hobart Road near south city limits.
 
12. Coal Creek Parkway — $7.1 million
Completes widening of road from two lanes to four or five lanes through Newcastle.
 
13. Southeast 224th Street/Benson Highway — $5.4 million
Improves intersection with turn channels and upgraded signals.
