Washington Utilities and Transportation Commission
Handles complaints and regulates rates for Verizon Northwest, Qwest, and the other phone companies operating in the state, as well as investor-owned public utilities, such as Puget Sound Energy, Avista Cascade Natural Gas, Pacific Power, Northwest Natural Gas and Washington Water Power. The UTC regulates rates charged by water and garbage companies as well.
