Budget shortfalls abound

States, no matter their tax systems, cut billions in spending and raised taxes earlier this year to balance their 2003 budgets. But the gaps between money coming in and money going out have continued to widen. Here's a look at the shortfalls that have emerged since the 2003 fiscal year began. (All but Alaska, Delaware, Montana, Nevada, Oregon and Washington have the three-legged tax structure.)
