I-5: Seattle area's newest parking lot

Interstate 5 northbound turned into a virtual parking lot Monday night around Lake City Way. At least two buses were stranded on the freeway there, with traffic being routed to a single lane.
With no northbound express lanes, traffic backed up to a crawl for miles.
To make matters worse, the Lake City Way exit was also blocked by a stranded semi truck and at least one other disabled vehicle. There was no sign warning of this (at least that I saw between the U-District and the scene).
After the stranded buses, traffic was moving freely, though the wind picked up and snow flurries appear more extreme as you approach Shoreline.
