CINCINNATI — Donovan McNabb fumbled and threw three interceptions in regulation, and nearly had another pass picked off in overtime Sunday as Philadelphia and Cincinnati played to a 13-13 tie.

Cincinnati's Shayne Graham missed a 47-yard field goal with seven seconds left in the extra period in the first tie game in the NFL since Nov. 10, 2002, when Atlanta and Pittsburgh finished 34-34.

No one was more surprised than McNabb that it ended so soon. The 10th-year quarterback thought it would keep going until someone scored, just like a playoff game.

Wrong.

"I didn't know that," said McNabb, who played a leading role in keeping it tied. "I've never been part of a tie. I never even knew it was in the rule book. I was looking forward to getting the opportunity to get out there and try to drive to win the game. But unfortunately with the rules, we settled with a tie."

It's a big deal whenever a sixth-round draft pick gets a start, but one such rookie got multiple starts Sunday.

Spencer Larsen was a surprise starter for the Broncos at middle linebacker, the position he played in college. He also started at fullback, the position he has been playing all season. What's more, he was on the field for the coverage team on the opening kickoff. He also played on the punt-coverage team.

"I was real excited about it, but I was able to keep my cool," Larsen said. "It was fun and challenging. At fullback, you really know what to do, but at linebacker, it's a different world. Still, I'm happy with the outcome."

He became the fourth player to start the same game on offense and defense since 1990, joining Deion Sanders, Champ Bailey and Orlando Brown.

Peyton Manning passed Fran Tarkenton for seventh on the NFL's career completions list. Tarkenton had 3,686 completions, while Manning now has 3,702.

• Indianapolis' Marvin Harrison passed Jim Brown for ninth on the NFL touchdowns list with 127.

• Baltimore's Matt Stover set an NFL record by kicking his 372nd consecutive point after touchdown.
