IRVING, Texas — Adam "Pacman" Jones can join the Dallas Cowboys for everything but the regular season — for now.

Commissioner Roger Goodell said Monday he would decide by Sept. 1 whether to fully end Jones' suspension, which wiped out the entire 2007 season when he was with the Tennessee Titans.

"Commissioner Goodell told Jones that his continued participation in the NFL depends on demonstrating that he can conduct himself in a lawful and reliable manner," the league wrote in a statement.

Getting Pacman back so soon is good news for Dallas. Hours later, the club had more reason to celebrate, agreeing to a three-year contract extension with receiver Terrell Owens that's worth about $27 million, according to a person close to the negotiations who requested anonymity.

Owens will turn 39 in December of the final year of the extension, 2011. He's 35 now and in as good shape as anyone a decade younger.

Jones could be in action as soon as today, the team's next organized practice.

Jones was an elite cornerback and kick returner in his first two seasons with the Tennessee Titans, but an accumulation of arrests and legal problems — including his connection to a shooting at a Las Vegas strip club — led to his suspension without pay on April 10, 2007.

Jones and Goodell met in Atlanta on May 21, and Jones apparently said enough to help his case.

Broncos cut Henry

DENVER — The Denver Broncos cut mercurial running back Travis Henry, with coach Mike Shanahan saying Monday the move was more about Henry's personality than his play.

"He's just too inconsistent as a person. When you're too inconsistent as a person, you usually aren't going to win championships," Shanahan said. "I'm not going to get into details what he did do or didn't do."

The Broncos signed Henry to a five-year, $22.5 million contract in March 2007, but he was hampered by injuries in his only season in Denver, rushing for 691 yards on 167 carries with four touchdowns. He also faced a one-year NFL suspension in September for a failed test for marijuana, but challenged the test and the punishment, and won.
