WASHINGTON —

Sen. Edward M. Kennedy's health overhaul bill would cost at least $1 trillion over 10 years but only insure about 16 million.

That's according to an analysis of portions of the unfinished bill released Monday by the Congressional Budget Office.

The analysis says that the number of uninsured Americans, now estimated at around 50 million, would decrease to about 36 million once the bill was fully implemented.

The preliminary estimates come as Kennedy's health committee is set to begin voting Wednesday on the legislation.
