Key changes President Barack Obama announced Tuesday at the White House include:

- The United States' first coast-to-coast limit on emissions.

- The nation's strictest efficiency standards, which rise to an average 35.5 mpg by 2016.

- The United Autoworkers and 10 auto companies have agreed to link auto efficiency with emissions for the first time.

- Automakers would be required to reduce emissions by 900 million metric tons, the equivalent of taking 177 million cars off the road.

- Oil consumption would be reduced by approximately 1.8 billion barrels through 2016.

- A deal that automakers welcomed as a way to guarantee universal standards for the struggling U.S. industry.

- An end to states' individual efforts to strengthen environmental standards.

- A cost increase of $1,300 for new cars in 2016, although consumers would save more than that amount over the lifetime of the automobile.
