WASHINGTON — The House approved a bill Wednesday that lawmakers hope will make children's toys safer and help the Consumer Product Safety Commission.

Anything more than a minute amount of lead would be banned in toys for children younger than 12. The bill also would increase the commission's budget to as much as $100 million by 2011 and ban industry-sponsored travel.
