Man charged in string of indecent-exposure incidents

Two 13-year-old girls and an alert neighbor helped lead Seattle police to a 29-year-old Kenmore man who is accused of exposing himself five times to several children at schools, parks and bus stops, according to King County prosecutors.

Jesse Kaein Drugge — who also goes by Jesse Drugger and Jesse Trulson — was charged Thursday with one count of second-degree child molestation and five counts of indecent exposure in connection with incidents involving at least nine children, ages 11 to 16, according to charging documents.

Because Drugge was convicted of indecent exposure in 2005, each of the new indecent-exposure charges are felony offenses. He is also under investigation by Seattle police in connection with two other indecent-exposure cases, charging papers say.

Arrested Monday in Kenmore, Drugge was initially held in the King County Jail in lieu of $100,000 bail, but a judge later agreed to raise the amount to $250,000 because Drugge is considered a danger to the community, jail and court records show.

On Oct. 2, the two 13-year-old girls were playing at Pinehurst Playground in North Seattle and noticed a man pacing back and forth, acting suspiciously, the charging papers say. The man approached the girls, exposed himself and masturbated on one girl's jacket, they say. He then ran from the park.

The two girls, who reported the incident, later met with a police sketch artist, and a sketch of the suspect was released to the media on Oct. 11.

A 53-year-old man who lives near the playground saw the sketch and contacted police, telling officers that he'd seen a suspicious man park his vehicle near the playground on Oct. 2 and quickly walk into the park, charging papers say. The neighbor jotted down the man's license plate number, which ultimately led detectives to the woman who owned the car, the papers say.

Drugge, who had been stopped last year for a traffic infraction while driving the car in Kirkland, was living with the woman in Kenmore when he was arrested.

Detectives got Drugge's driver's license photo and included it in a photo montage that was shown individually to each of the alleged child victims. Seven of them, along with the neighbor and a staff member at Lakeside Upper School, all picked Drugge out as the man they'd seen, charging papers say.

Drugge allegedly exposed himself to two 11-year-old girls at a Crown Hill bus stop at Northwest 90th Street and Holman Road Northwest on Sept. 29, charging papers say. Less than an hour later, he is accused of exposing himself to two other 11-year-olds at Whale Tail Park near Alki Beach in West Seattle, the papers say.

At 5:30 p.m., he allegedly exposed himself to two girls, ages 15 and 16, who were sitting at a Capitol Hill bus stop near Holy Names Academy, while a third girl, 15, was standing nearby, the papers say.

The fifth, indecent-exposure charge was filed in connection with an Oct. 3 incident at Lakeside Upper School, where he allegedly exposed himself to a 15-year-old girl. She screamed at the man, "What are you doing? Pervert!" and the man ran across the street, jumped in his car and ran a red light as he sped away, charging papers say.
