Explosive growth of adult homes, fueled by profiteers and a lack of careful state regulation, has left thousands of people vulnerable to harm.

DSHS excused reports of abuse and neglect, even when it knew that violators lied to its investigators or contributed to preventable deaths.

Changes so far:

Homeowners must publicly post inspection reports and violations.

DSHS will publish online all enforcement actions against adult homes.

Real-estate officials agreed to ban listings that offer elderly residents for sale as part of an adult home purchase.

In a pilot program for King County, DSHS will report all suspected cases of elder abuse or neglect to local law enforcement.
