Plan: Tolls on all Seattle-area freeways by 2030
Elected officials in the Greater Seattle region foresee that all its freeways will be tolled by 2030. That's one highlight of "Transportation 2040," a plan approved last week by the Puget Sound Regional Council, a consortium of local governments.

By 2040, an estimated 1.5 million people are expected to move into the four-county region, which may need $200 billion in new road and transit projects, the council estimates.
Officials should seek tolls even sooner, the plan suggests — to limit congestion and to make up for stagnant gas-tax income, as cars become more efficient.
An early experiment is due next year on Highway 520, with variable tolls that might be $3.50 one-way, in the afternoon peak.
