Parking-zone changes clear City Council

The Seattle Department of Transportation can impose a Restricted Parking Zone on a neighborhood without a petition signed by a majority of its residents, under new rules the City Council approved Monday.

The city will still accept petitions from residents who believe out-of-area cars are taking up too much street parking, but restricted zones will require a study to prove parking is a problem in at least a 10-block area.

There will also be an appeals process for residents who question a study's validity.

Restricted zones in 27 neighborhoods allow nonresident cars to park for two hours. To park longer, residents must buy a parking pass. The limit is four per household.

The new rules are timed for the opening of light-rail service next month in Southeast Seattle. The city plans restricted parking around the stations.
