Gov. Chris Gregoire is calling for an overhaul of government and a new commitment to volunteer work as she officially launches her second term.

OLYMPIA, Wash. —

Gov. Chris Gregoire is calling for an overhaul of government and a new commitment to volunteer work as she officially launches her second term.

Gregoire's giving her inaugural speech to Wednesday's joint session of the state House and Senate.

Gregoire says these are perhaps the worst economic times since the Great Depression. But the Democratic governor also says Washingtonians can get through the tough times, with a combination of courage and generosity.

Gregoire plans to unveil more of her agenda in the coming days, including a state stimulus plan focused on boosting jobs. She also wants to spend from the state's jobless benefit trust fund, and get rid of redundant government functions.
