PORT TOWNSEND — A work of art on the Port Townsend waterfront has turned into a community joke.

The Tidal Clock was created with a $200,000 grant. The idea was for the sunken bowl to fill with water and marine life as tides changed. It didn't work as planned. It mostly collects debris and is locally known as the Tidy Bowl.
