Initiative 985 sponsor Tim Eyman says the part of the congestion relief measure that bothers state lawmakers the most is the restriction on tolls.

The initiative says toll money has to be spent on the project that is being tolled, and any surplus would go into a traffic relief account. The toll money could not be spent on non-transportation programs.

Eyman debated the merits of the initiative Thursday with former state Transportation Secretary Doug MacDonald before the Gig Harbor Chamber of Commerce.

MacDonald says another part of the initiative diverting part of the sales tax on cars to congestion relief will take $120 million a year out of the general fund. He says that's taking money away from schools, colleges, prisons and public services.
