Cost of new KingCo sewage plant rises to $1.8 billion

A sewage treatment plant under construction near Woodinville has turned into the costliest public works project in King County history.

The plant that officials call Brightwater is now expected to cost $1.8 billion, about double initial estimates. The cost went up because of environmental requirements, engineering changes and construction inflation.

The cost includes $65 million for odor control and $148 million for mitigation, including $4 million for artwork and $8 million for an education center.

When it opens in 2011, the plant will serve about 189,000 residents in north King and south Snohomish County. New homeowners will pay sewage bills of more than $1,000 a year.

A 13-mile pipeline will take treated waste to Puget Sound.
