Seattle Mayor Greg Nickels today proposed a $75 million levy to fund improvements at Pike Place Market — most of the sort visitors won't see.

The six-year levy, which would run from 2009 through 2014, would pay for a new heating and cooling system, elevator, restrooms, Hillclimb stairway and seismic upgrades.

The mayor is asking the City Council to place the levy on the Nov. 4 ballot. If voters approve, the owner of a $420,000 house would pay $37 a year.
