The King County Prosecuting Attorney's Office announced this afternoon that James Anthony Williams will be charged on Tuesday with first-degree murder in the stabbing of Sierra Club worker Shannon Harps outside her Capitol Hill condominium on New Year's Eve.

Prosecutor Scott O'Toole said authorities believe Williams, diagnosed with paranoid schizophrenia, is "competent" to stand trial based on extensive questioning by authorities.

According to court documents released this afternoon, Williams "admitted killing Harps," 31, a volunteer coordinator for the Sierra Club.

Williams, who did not appear in court on Saturday, is currently being held without bail.

Williams' next scheduled court appearance is Tuesday, where prosecutors are expected to request a $1 million dollar bail.
