With 20 percent of the vote tallied, Initiative 83 was losing by a wide margin - with six out of 10 people voting against it. The measure could not stop the Seattle Monorail Project from continuing to collect a 1.4 percent yearly tax on vehicles registered in the city — $280 a year for a $20,000 car.
