Snohomish County officials negotiated a good deal with King County to ensure the Brightwater sewage plant will be a responsible neighbor. The County Council should note the moment and forward the agreement to County Executive Aaron Reardon.

King County's $1.66 billion facility will be built at highways 9 and 522 in Snohomish County, north of Woodinville, with layers of odor control, sight-obscuring landscaping, natural-resource buffers, seismic considerations and amenities, such as parks and meeting space. In turn, King County gets predictability in permitting and avoids litigation.

Snohomish County got much of what it wanted. Don't forget, too, that two-thirds of the sewage will come from Snohomish County residents, and the plant will anchor residential and economic growth in the county into the future.

This is gritty political work that earns few thanks, but it is basic to a successful, functioning community.
