Israeli spy let off with only a fine

"U.S. man who gave secrets to Israel spared jail," says the Reuters story. "Why it took the government 23 years to charge Mr. Kadish is shrouded in mystery," said one of the commentators. "It is clear the government could have charged Mr. Kadish with far more serious crimes."
The commentator was the judge--U.S. District Judge William Pauley, who assessed Ben-Ami Kadish, 85, a $50,000 fine for delivering classified documents to a foreign power (but not for espionage).
Between 1980 and 1985, the Reuters story says, Kadish provided classified documents, including some relating to U.S. missile defense systems, to an Israeli agent, who photographed the documents at Kadish's residence.
Letting a foreign government agent photograph classified documents about U.S. missile defense systems is spying. My question: Is there any other country Americans get to spy for, without going to jail? Or is Israel the only one?
