The owner of the two-story Cosmopolitan Motors building at Eighth Avenue and Lenora Street in downtown Seattle has filed preliminary paperwork to demolish the building and construct a 30-story condo or apartment tower.

Owner Evan McMullen applied for a similar project in 2006 in partnership with developer The Justen Company, but that stalled when Justen pulled out.

McMullen said he won't develop the property himself: he'll either find a partner or sell it.

The city's Downtown Design Review Board is tentatively scheduled to consider the new proposal Feb. 9.
