Seattle area

Banking: Donn Costa was named acting president of Golf Savings Bank, Mountlake Terrace.

Financial services: Patrick Howard was appointed director at Exvere.

Foundations: Jim McDonald was hired as the senior program officer for arts and culture grants at the Paul G. Allen Family Foundation.

Public Relations: Bob Frause was elected to the Public Relations Society of America national board of directors. Tim Smith was named senior vice president at Edelman.

Wireless communications: Leo McCloskey was named vice president of marketing and product management at Airbiquity.

Eastside

Banking: Diane Muscutt was appointed senior vice president, private banking manager, and Cindy O'Sullivan vice president, private banker at Charter Bank, Bellevue.

Consulting: Todd Hoffman was hired as a senior project reservoir engineer and John Edgerly as a project water-resources engineer at Golder Associates, Redmond.

Insurance: Steve Ridgwell joined Lovsted-Worthington, Bothell.

Technology: Patrick Quigley was named executive vice president of sales at Atigeo, Bellevue.
