A senior Obama administration official says world leaders agree that next month's much-anticipated international summit on climate change will be a preliminary step that will require subsequent efforts to tackle global warming.

National security aide Michael Froman said Sunday that President Barack Obama and other leaders agreed that the December summit in Copenhagen will try to keep nations on track for steps to reduce heat-trapping gasses. But he said the summit will be followed by at least one more major gathering designed to nail down specific commitments.

Froman said the leaders agreed that a full international, legally binding agreement cannot be negotiated before the Copenhagen meeting begins in three weeks.

Froman briefed reporters after Obama met with more than a dozen Asian leaders Sunday at an Asia-Pacific Economic Cooperation forum.
