PEANUT BUTTER: In January, the FDA warned consumers not to eat peanut butter due to a salmonella outbreak. FDA inspectors focused on a small Georgia plant, but they failed to uncover the cause immediately. The FDA had to invoke bioterror laws to get lab reports showing the company shipped the tainted peanuts.

PEPPERS: In 2008, the FDA issued a warning on certain types of tomatoes after widespread reports of salmonella cases. The agency's investigation dragged on for weeks before officials determined the outbreak was actually caused by peppers from Mexico.

BLOOD THINNERS: In 2008, the FDA found that vials of the blood thinner heparin contained an ingredient linked to dozens of deaths. The FDA revealed it hadn't inspected the Chinese plant where the blood thinner was produced due to a bureaucratic mix-up.
