Flags fly at half-staff for Phil Noble

Flags flew at half-staff at City Hall Monday to honor Phil Noble, the city councilman who died unexpectedly over the weekend of complications from a blood disorder. Noble had spent much of his life working on human services and transportation issues.
"It's a tremendous loss to the community, and to his family," said his good friend and former city council member, Mike Creighton.
Services for Noble will be held Saturday at 1 p.m. at St. Louise Catholic Church in Bellevue.
In lieu of flowers, the family has suggested contributions to Hopelink, Youth Eastside Services or other Eastside human service agencies.
Noble had recently won a third term on the City Council, and it will be up to the council to decide how to fill his seat before the November 3 election.
The King County Elections Office will hold a special filing period Aug. 19-21 for Noble's seat. (That special filing period will also be used for candidates wishing to run for the county executive and county assessor seats.)
The person elected will take office as soon as the election is certified, on Nov. 24.
